Yes, indeed, electric assistance is activated when it reaches 5 km/h while pedaling.

If it drops below 5 km/h or if you stop pedaling, the assistance is automatically cut off.

Similarly, in the case of EPAC models, assistance will be gradually cut off at 25 km/h.
